Early Intervention
The Early Intervention Program (EIP) at the Westchester Institute for Human Development is built on the belief that every child deserves the best possible start. We partner with families to support their child’s growth and development, offering guidance and services that respond to each child’s unique needs. We focus on identifying developmental delays or disabilities as early as possible and providing timely intervention services that help children thrive in their earliest years.

Overview of the Early Intervention Program
The Early Intervention Program (EIP) at the Westchester Institute for Human Development is approved by New York State and operates under contract with Westchester County to provide Early Intervention services for children from birth to age 3.
The EIP is funded by New York State and the Westchester County government. All Early Intervention services are provided at no cost to families. With your consent, your health insurance may be used to help cover some of the program’s costs. Services are delivered in the setting that best supports your child’s development, such as your home, child care program, or other community locations.
Please note that the EIP covers only the cost of Early Intervention services. It does not pay for child care, day care tuition, or any other fees charged by community programs.
The Services We Offer
We offer the following EIP services: Assistive Technology, Audiology, Evaluations, Home/Community-Based Individual Visits, Office/Facility-Based Individual Visits, Parent-Child Group, and Service Coordination.

Meet Our Early Intervention

Parthener O. Pinder, DrPH, MD, MPH, CPH, CGH
Director of Early Intervention Services at WIHD
Parthener O. Pinder, DrPH, MD, MPH, CPH, CGH is the recently appointed Director of Early Intervention Services at WIHD. Dr. Pinder, a Certified Public Health Professional (CPH), completed her Master of Public Health (MPH), Advanced Certificate in Global Health (CGH), and Doctor of Public Health (DrPH) at New York Medical College in 2018, 2021, and 2023 respectively. Additionally, she completed her Doctor of Medicine (MD) at American International School of Medicine in 2017.
Previously, an EIOD at the NYC DOHMH Bureau of Early Intervention, Dr. Pinder has a strong background in public health with an emphasis on early childhood development. From working at the NYS DOH AIDS Institute to providing direct community service at a Federally Qualified Health Center to being a part of the NYS Contact Tracing Initiative in Westchester County, Dr. Pinder is dedicated to improving healthcare through policy, health promotion, and health education. She has researched the importance of parental/caregiver-child interaction in and out of the school setting and the importance of Health Literacy as well as has presented about early childhood development and health literacy nationally and internationally in Guyana and Jamaica. Furthermore, Dr. Pinder has participated in activities, and programs in Costa Rica, Mexico, and Spain as well as continues to work with Spanish-Speaking families throughout NY, providing supervision during court-ordered visits and conducting home studies and intakes.
As the Director of Early Intervention Services, she will lead the Early Intervention Program, which is dedicated to supporting children from birth to age three who are not developing at the same pace as their peers. With Dr. Pinder’s added expertise, the program will continue to empower families to nurture and enhance their child’s growth and development effectively.
