The Child Abuse Pediatrics program at the Westchester Institute for Human Development provides outpatient forensic assessments for children and teens presenting through multi-disciplinary investigative teams with concerns for sexual abuse from Westchester, Orange, Putnam, Dutchess, Sullivan, Rockland and Nassau Counties .  The program also provides forensic medical expertise for physical abuse and child fatality cases for Westchester County.  All providers are trained through the New York Medical College Collaborative Practice Program and the New York State Child Abuse Medical Providers (CHAMP) program.  Our providers are in the Section of Child Abuse Pediatrics at Westchester Medical Center, and teach residents and medical students from New York Medical College.  Founded in 2002, the program is the largest regional collaborative practice model in New York State and prides itself on state-of-the-art, evidence-based practice standards.

Meet the Medical Team

JENNIFER CANTER MD, MPH, FAAP, CLCP
Program Director

Dr. Jennifer Canter is a board-certified pediatrician and sub-specialist in Child Abuse Pediatrics.  She’s led the Child Abuse Pediatrics programs at Maria Fareri Children’s Hospital at WMCHealth, Westchester Institute for Human Development and New York Medical College since 2002.  She was promoted to full Professor of Pediatrics at New York Medical College in 2017, is Chief of the Section of Child Abuse Pediatrics at Westchester Medical Center (WMCHealth) and is widely published in the field (click here to see Dr. Canter’s research profile).   In 2013, she spearheaded the development of WMCHealth’s Forensic Acute Care Team (FACT), and remains involved in a training and expert witness capacity for pediatric cases. Dr. Canter is actively involved in the review and analysis of unexpected deaths within New York State with a focus on prevention and education having developed statewide prevention programs in the areas of abusive head trauma and safe infant sleep.   Given her interest in long-term outcomes after catastrophic injury, Dr. Canter became a certified life care planner in 2016.  She’s testified as an expert in hundreds of civil and criminal proceedings across the country in the areas of sexual abuse, physical abuse, neglect, long-term care needs after catastrophic injury and child fatalities.

LORRAINE RONCA, DO, FAAP
Assistant Director, Sexual Abuse Services

Dr. Lorraine Ronca is a board-certified pediatrician and sub-specialist in Pediatric Emergency Medicine.  She joined the Child Abuse Pediatrics program at the Westchester Institute for Human Development in 2014 after a 20 year career as an attending physician in the pediatric emergency department in the Children’s Hospital at Montefiore in Bronx, NY.  Dr. Ronca is an attending in the Section of Child Abuse Pediatrics at WMCHealth and an Assistant Professor of Pediatrics at New York Medical College.  She completed further training in sexual abuse by completing the Child Abuse Medical Providers of New York (CHAMP) coursework as well as the Child Abuse Pediatrics Program-New York Medical College Collaborative Practice Program.  She developed WMCHealth Forensic Acute Care Team (FACT) program at Mid Hudson Regional Hospital, and remains involved in a teaching capacity for pediatrics providers. In her role as Assistant Director of Sexual Abuse Services, Dr. Ronca conducts and/or supervises medical assessments of children referred to WIHD for concerns for sexual abuse from Westchester, Putnam, Sullivan, Orange, Dutchess, Rockland and Nassau Counties.
