About WIHD

WIHD Board of Directors

The WIHD Board of Directors is currently comprised of six individuals. The role of the Board is to ensure that WIHD acts in accordance with its mission through meaningful oversight of operations and policy guidance in a way that assures integrity and effective management without leading to board involvement in WIHD’s day-to-day activities. Board members serve for a term of one year, with member and officer elections held annually. The Board meets at least every other month, with several special focus meetings during the year.

Walter FowlerWalter Fowler, Chairman. Mr. Fowler is a lifelong resident of Westchester County, and a small business owner who has been a long-time volunteer for several non-profit organizations dedicated to individuals with disabilities. Prior to serving on the Board of Directors, he was a member of the WIHD Community Advisory Committee for approximately twelve years. When WIHD became independent in July 2005, Mr. Fowler was a founding member of the board and Treasurer during the transition to independence.
Kenneth KirshenbaumKenneth Kirshenbaum, Treasurer. Mr. Kirshenbaum is the senior partner in the firm Kenneth Kirshenbaum & Company, a diversified public accounting firm. Mr. Kirshenbaum has served on several boards in a financial and investment capacity including Treasurer of the Christensen Fund in Palo Alto, California, a private foundation; he recently became the Chairman of the Foundation Board of The Children’s Village Institute in Dobbs Ferry, New York, which supports and benefits programs and activities of the Children’s Village.
William FrishmanWilliam H. Frishman, M.D., Secretary. Dr. Frishman serves as Chairman and Professor of Medicine at New York Medical College, and is currently a co-principal investigator of the federally-funded Women's Health Initiative. He has served as an investigator in multiple NIH studies, and been the recipient of many national awards for excellence in teaching, as well as the Medical Humanism Award from the Association of American Medical Colleges.
Patricia HigginsPatricia Higgins O’Callaghan is an attorney who serves as a consultant to the Westchester County Department of Social Services, providing professional services to the Child Fatality Review Team and the Multi-Disciplinary Team. Ms. Higgins O’Callaghan has served on several boards including Pace Law School Alumni Association, My Sisters Place, Inc. and presently serves as a Member of the Foundation Board of Student Assistance Services, Inc.
Larry GoodmanLarry Goodman recently retired from Turner Broadcasting Sales, Inc. where he served as President of CNN Sales and Marketing. In that capacity, he provided oversight of all domestic cable and web sales, as well as marketing for the CNN portfolio of networks and web sites including CNN, Headline News, CNNfn, CNNSI, CNN Airport Network, CNN.com, CNNfn.com, CNNSI.com and AllPolitics.com.
Fern JusterFern Juster, M.D. is the Associate Dean and Chair of the Committee on Admissions at New York Medical College (NYMC). She is a senior member in the Department of Pediatrics at NYMC where she holds an academic appointment as Associate Professor of Clinical Pediatrics. Dr. Juster is an attending on staff at the Maria Ferrari Children's Hospital. As a practicing pediatrician, Dr. Juster is focused on the needs of underserved children, particularly children with chronic medical and psychiatric disorders.
David SternDavid Stern is President of Stern Consulting, a healthcare management consulting firm. Mr. Stern counts among his clients a wide range of healthcare practitioners and investors. He has served as a guest lecturer in management and healthcare economics at NYU's Wagner Graduate School of Public Service, Middlebury College and Vanderbilt University. Mr. Stern earned an MBA from the Yale School of Management and a BA in economics from Yale College.

WIHD Community Advisory Committee

The WIHD Community Advisory Committee is made up of active, dedicated, and knowledgeable individuals. The Advisory Committee Bylaws provide for the appointment of up to 15 members, each for a term of up to three years. Every other year, the Committee elects a Chair and Vice-Chair for a two-year term. The full Committee meets regularly at least four times per year, and the Executive Committee (Chair, Vice-Chair, Past Chair) meets more frequently as needed.

Organizational Relationships

WIHD is one of 67 University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDD) in the nation. We serve as a unique resource in the areas of disability and human development. The Institute addresses the needs of the community through professional education programs, technical assistance, research, and dissemination of information. We provide health and human services to children and adults. The Institute also promotes changes in public policy and service delivery through its relationships with varied state (e.g., DDPC , OMRDD) and national (e.g., ADD, MCHB) agencies.
